Job Description

Duties

An Inspectorate Assistant (Building Services) is responsible for (a) providing design, procurement, project supervision and technical advisory services for equipment, systems and plants managed by the Electrical and Mechanical Services Trading Fund; (b) monitoring the operation of equipment, systems and plants; (c) overseeing subordinates and contractors in routine operation, emergency repair and maintenance duties; (d) taking up administrative work, including workshop management, preparation of analysis and investigation reports for equipment, systems and plants; (e) estimating the costs of and preparing the spare parts for emergency repair works; (f) supervising the recording and monitoring on the operation of equipment, systems and plants and reporting any abnormality to his/her supervisor; (g) performing standby duties during typhoons and other emergencies whenever required; (h) assisting in the handover and testing and commissioning inspections of equipment, systems and plants in new venues; and (i) ensuring staff’s compliance with proper working procedures and safety regulations.
Successful candidates may be posted to work in other departments and may be required to: (a) work irregular hours/in remote areas/in harsh conditions; (b) perform shift duty/stand-by duty/on-call duty/emergency duty; (c) wear uniform/protective clothing; (d) carry pager/mobile phone; (e) work with computer; (f) perform self-drive duty (training will be provided where necessary); and (g) perform any other duties as required.

Entry Requirements

Candidates should have (a) a Diploma or Higher Certificate in Electrical or Mechanical Engineering, Electrical Installation or Building Services Engineering from a Hong Kong polytechnic university/polytechnic, the Hong Kong Institute of Vocational Education or a technical institute/technical college, or equivalent; (b)(i) five years’ recognised relevant experience, including at least three years’ relevant post-qualification experience; or (ii) completed a relevant registered technician apprenticeship with at least three years’ recognised relevant post-qualification experience; and (c) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (See Note 1). Preference may be given to candidates who have knowledge and relevant experience in a secondary engineering field.

Terms of Appointment

Successful candidates will be appointed on non-civil service contract terms. Renewal of contracts will be subject to the service need of the department and the performance and conduct of the candidates.

Benefits

An end-of-contract gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. Such gratuity, plus any contribution to be made by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave and sickness allowance, where appropriate, will be granted no less favourable than the provisions of the Employment Ordinance.

(d) Applicants who are selected for interview will normally receive an invitation in about 10 to 12 weeks from the closing date for application. This period may be longer in exceptional circumstances, e.g. when a large number of applications are received or when there are other complications. Those who are not invited for selection interview may assume that their applications are unsuccessful. Invitation to the selection interview will be issued via email. Applicants should ensure that accurate email address is provided in the application form and that the email account can receive incoming emails properly.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates by email.
